Adam Tolbert

Adam Tolbert, a native of Smyth County, grew up in the Broadford community near Saltville and has spent his entire life in Southwest Virginia. He is a resident of Saltville. Adam is a firm believer in the values of Southwest Virginia, our constitutional right to keep and bear arms, the right to life, lower taxes, and efficient government.

Adam works professionally in public service, where he has over 20 years of experience in several positions. He currently serves as the Senior Director of Administration at the Southwest Virginia Higher Education Center in Abingdon where he oversees numerous key administrative processes in support of the Center’s mission to strengthen the regional economy of Southwest Virginia by providing higher education and professional development training for the current and future workforce.

Adam has served in numerous leadership and volunteer roles at all levels of the Republican Party. He has supported and worked to get Republican candidates elected to offices at all levels in the region---including President Trump, Congressman Morgan Griffith, Governor Glenn Youngkin, Lt. Governor Winsome Earle-Sears, Attorney General Jason Miyares, and numerous others. He has served as the Chairman of the Ninth Congressional District Republican Committee since 2014, providing leadership to the 28 local Republican unit committees across the district. Additionally, he has served as the Chairman of the Smyth County Republican Committee since 2007. In 2011, he was the Republican nominee for Treasurer of Smyth County.

Adam also has General Assembly experience with constituent relations, research, the drafting of legislation, and the legislative process as he has served as a special policy advisor since 2014, first for Delegate Jeff Campbell and most recently for Delegate Jed Arnold.

In 2024, Southwest Virginia sent a message to the political establishment and gave President Donald Trump an overwhelming mandate. In Richmond, we need Republican lawmakers who are not afraid to promote President Trump’s America First Agenda. Adam will push for stricter immigration laws in Virginia, advocate for a Virginia DOGE to eliminate bloated government spending, and fight the bureaucratic state that hinders opportunities for Virginia’s entrepreneurs.

Adam is 100% pro-life and knows that life begins at conception. In Richmond, Adam will stand up for the Commonwealth’s most vulnerable and always defend the sanctity of life. He will actively oppose any attempts to expand abortion access, ensuring that the rights of the unborn are protected.

Adam is an unapologetic defender of the 2nd Amendment and our Constitutional right to keep and bear arms. In Richmond, he’ll stand as a brick wall against any radical legislative efforts to erode this fundamental freedom. Adam will work with Republicans to champion policies that fiercely protect our constitutional rights, ensuring law-abiding Virginians can defend themselves and their families without government overreach or interference from the left.

Like countless families across the 46th District, Adam has witnessed the relentless climb of utility bills. In Richmond, Adam will work with Republican lawmakers to tackle these excessive rate hikes head-on. Adam firmly believes no Virginia family should be forced to pick between putting food in their fridge and keeping the lights on. That’s why he’ll champion the same practical, conservative solutions Republicans in Richmond are fighting for—policies that prioritize affordability, cut red tape, and put Virginia’s hardworking families first.

As an education professional, Adam knows firsthand that a strong education is critical to the future of Southwest Virginia’s children. That’s why he’s a fierce advocate for putting parents back in the driver’s seat of their kids’ schooling. In Richmond, Adam will stand up to Democrats who want to put radical curriculum in our classrooms, and he will fight to ensure that parents have a right to influence their child’s education, free from bureaucracy.

Education is the ticket to success. As a first-generation college student, Adam understands the importance of providing different avenues for students in Southwest. That is why Adam will fight to expand CTE programs and investments, so students have the opportunity to receive the tools and resources necessary to excel.

A lifelong Saltville resident, Adam has seen the highs and lows of economic opportunity in Southwest Virginia. In Richmond, Adam will fight to cut job-killing regulations and reduce the tax burden on small businesses so entrepreneurs are encouraged to invest back into our communities. Adam will also work with Republicans to reduce the income tax on hardworking Virginia families so they are able to keep more of their hard-earned money.

Adam understands the important role law enforcement plays in keeping our communities safe and making Virginia the best place to live, work, start a business, and raise a family. In Richmond, Adam will be an advocate for the rule of law and always protect the brave men and women of law enforcement.
